Rezone bid David Hull _ SKEENA THE PLANNING gi of council has been asked to reconsider ils rejection of a rezone request. The owners of a home at 4812 Davis Ave, want to split the prop- erty in two and build another house on the new lot which will be created. However, because of the positioning of the existing house, that new lot would not meet mini- mum standards under city by- laws. The owners had therefore asked for a variance to allow a 53ft. frontage instead of 60ft. and a 20 per cent reduction in total area. The planning committee recom~- mended rejection of the request. Stewart is the only community: outside the Nass valley complete- ly enveloped by the Nisga’a land claim. Burton is on a couple of ad- visory committee to the land claim negotiating teams, but says the advisory committees are largely in the dark about the state of negotiations. ‘There’s a great deal of trust there,’ he said. ‘‘It’s our future that’s at stake. We need to be in- volved.”” A negotiating framework agrec- ment precludes any new parties joining the talks without the agreement of all three sides. ‘But Burton says the province could appoint a Stewart represen- tative to its provincial negotiating tear. '*You don’t have to change the framework agreement to do that,’’ he said. ‘‘Just make us part of one of the teams.”’ ; Meanwhile, Burton said about 75 people showed up for an in- formation mecting held in Stewart last week. Brown also noted creating an- other lot would mean increased tax revenue for the city from ihe same piece of properly. Echoing his request, owner Carmen Doyle maintained there were ‘‘a lot” of SOft. frontage lots in the Horseshoe area. Explaining the committee's de-. cision, councillor David Hull said: allowing an under sized lot would not be in keeping with the rest of the neighbourhood. While there was a mix of large and small lots on the block, he also noted none had a frontage Jess than the minimum requite- ment, ets second look Pointing out the Doyle’s had only bought the property in the summer of 1993, he added, ‘‘they knew what they were buying.” However, mayor Jack Talstra was concerned the Doyles had not been at the committee meet- Ing when the decision was made. He therefore suggested the mat- ter be sent back for reconsidera- tion. **I would prefer to see it go that route as well,’’ councillor Val George agreed, Council voted by a three-two margin to adopt that course, ‘David Hull and Rich McDaniel voting for rejection, George, Ruth Hallock and Taistra supporting reconsideration.
