Terrace Review — Wednesday, April 16,1986 § To the editor, Skeena NDP MLA Frank Howard has pro- posed two forestry bills, one which proposes to create a reforestation fund that would be ad- ministered by a trust company, and the other would supposedly en- courage small business forestry. Both are highly rele- vant to the problems of forestry but on closer scrutiny seem to lack validity and tend to be more intent on creating an image of doing something for forestry rather than having the substance for creative change. It is a good idea to have the reforestation fund de-politicalized and more permanent but cer- tainly not at the expense of having another level of bureaucracy, which would compound the forestry centralization and fragmentation pro- blem. Right now under Sec- tion 88 of the Forestry Act, which deals with reforestation, we are overburdened with a - bureaucracy that is fragmented, has ques- tionable accountability and has a paper burden that makes the profes- sional foresters throw up their hands in frustra- tion. It is more ‘holistic’, en- courages efficiency, and it can be made accoun- table by a bonding pro- gram and professional foresters in the field; not behind-the-desk foresters shuffling papers. . A second alternative which is still in the idea stage and needs further research is the decen- tralized ‘tree farm homesteader’ concept. The general idea of this concept would be to allow people access to crown land for homesteading in return for reforestation respon- sibilities. In Canada, 80 percent of our forests is ‘owned’ by the government. In B.C. the amount is even higher. The centralized control of our common heritage is not necessary, and I believe it is more desirable to have decen- tralized reforestation op- tions in conjunction with the centralized aspects. In Sweden, for in- stance, only 25 percent of the forest base is ‘owned’ by government, but the government utilizes legislation to make sure that the 75 percent dominated by in- dividual tree farmers is run efficiently with ac- countability by profes- Letter to the Editor Reforestation problems abound sional foresters. By allowing individuals the entrepreneurial option, we specifically encourage opportunity at the grassroots level. Entrepreneurial motivation and in- dividual responsibility are better factors for ef- ficiency than another level of bureaucracy, which I believe, is at the. center of Mr. Howard’s bill. . With Bill M-208, Mr. Howard proposes to amend the Ministry of Forests Act to encourage small business by simply adding a paragraph to the act which says the ministry is to ‘“‘en- courage a vigorous and efficient small enterprise timber harvesting and processing industry “in the province.”’ This encouragement for small business seems to be nothing but a motherhood statement of intent but proposes no mechanisms of how the government can specifically create a larger share for small business.
