In a nut shell — magazines, newspapers and other periodicals are simply not, arriving. The area most affected is the New York State - On- tario area. Many others will be involved before the current dual crisis con- cludes. Meanwhile sub- scribers to periodicals published in eastern United tates are advised that the majority of those publications are not being received in the Canadian postal system at this me. some: cases publishers are indicating that editions will be dropped entirely if - the situation is not resolved soon. Battle of the bugs An estimated 1,000,000 acres of the province’s forest land are being at- tacked by insects and the Forest Service is planning a major assault on the in- festations. British Columbia's Chief Forester, E.L. (Ted) Young, describes the problem as “probably the worst. ever experienced by | =the province’ with indications the situation is becoming progressively worse. Substantial additional funds have been requested for the “battle of the bugs’” this year. J.M. (Mike) Finnis, forester in charge of pest management for the province, said an estimated 60,000 acres are being at- tacked. by the spruce bud- worm, while some 400,000 acres have been hit by the evasive mountain pine beetle and others. “Although the severity of the problem is known only too well,’ he explained, “the solution is still undecided.”’ Millions of cubic feet of valuable timber are in- volved with large segments of the forest resource in- dustry already affected. This will include. ederal forestry personnel, various other land-use ministries of the provincial ' government, environmental ‘groups and the general public. ‘He said, “‘When motorists receive their 1977-78 renewal form, the 17.5 percent discount will be shown as an actual dollar amount printed on the form which be deducted from the premium. It sould be noted that this discount applies to the insurance premium but. does not, of course, include a discount on the vehicle licence fee.” “A motorist who receives a form which does not in- dicate this discount and believes he is entitled to it, is asked to see his Autoplan agent or a Motor Vehicle Branch office. He will be given the discount when he signs the form affirming his eligibility. Of course, his record will:be checked out later, but meanwhile the discount will be applied.” “Motorists who do not receive an Autoplan in- surance and Motor Vehicle Licence renewal form in the mail should take their eurrent 1976-77 Certificate of. Insurance to any Autoplan agent or Motor Vehicle Branch office.” Mr. Bortnick proceeded to outline a further change on this year’s renewal form. He said, “This year, for the first time, motorists, when they renew their insurance ili be asked to provide the Driver's. Licence number and marital status of the Principal Operator for each vehicle they are insuring. Taking this information with you when you go to renew your insurance will save time and in- convenience because the Autoplan renewal ap: plication form cannot completed without it.” Mr. Bortnick also discussed the Safe Driving Discount to all motorists and the Safe Driving Grant to Single Male Drivers Under 25. He said,. “In- addition to the 17.5 percent ICBC explains safe driving discount Safe Driving Discount, single male drivers under 25, who qualify, will also receive a Safe Driving Grant of 25 percent of their 1976-77 Autoplan insurance premium. However, I wish to point out that this Grant, to single male drivers under 25, will not be automatic. You have to apply for it, and if you have not already received an application form in the mail you can obtain ‘it from any Motor ‘Vehicle Branch office. All applications for the Grarit must be completed and in the hands of ICBC by April 1, 1977. Mr. Bortnick again em- phasized the need for early renewal of Autoplan | In- surance. He said, “Autoplan Insurance and Motor Vehicle Licences must be renewed by February 28, 1977. : I urge motorists to renew early and avoid the loss and inconvenience which can be brought about by the last minute rush of late filing.” Labour Federation attacks brief _— B.C. Federation of Labour. attacked the secret brief submitted .by the Em- ployers' Council of B.C. to” Labour Minister Williams on December 10: The Federation said it has ob- tained a copy of the document: and will he considering it at its next council meeting, scheduled for February 9. Secretary-Treasurer Len Guy said, ‘The fact that these secret proposals have been made by the Em- ployers’ Council indicates that the Council is at- tempting to undermine the right of workers and their unions to achieve improved. wages and working con- ditions in B.C. The employers’ brief clearly puts the lie to their oft stated claim that they are not anti-union. Specifically, the em- ployers have proposed changes to eliminate provisions for picketing allies of struck companies — a proposal which if im- plemented would seriously weaken the effectiveness of legal strikes and picket es. The Employers’ Council © also want to eliminate the right to stop work over questions of health and safety, and return to the era when working conditlons and people’s health were of little concern. Under the guise of free speech they want the op- portunity to harass and intimidate employees who are attempting to organize a union — something that is so reactionary and right-wing that virtually no _ other province has adopted it. They propose to deny unions access to the names. of people employed in-a potential bargaining unit, which is an outright attempt to stymie union organization.
