Eng., City Engineer SUBJECT: Storm Sewer Requirements - Developments along Broadway Avenne (Pablic Works Conmnittiee Meeting of December 30, 1991) That all new developments along the west side of Broadway Avenue now be required to improve services, including drainage, along the frontage of their property to the full standards as outlines in the Subdivision Servicing Bylaw, No. 2241. For rezoning or subdivision, property owners are normally required to improve the services along the fuli frontage of their property to the minimum standards as outlined in the Subdivision Servicing Bylaw for roads, drainage, sanitary sewers, water mains, street lighting, and power. If the service being upgraded is a designated Development Cost Charge project, the developer would receive credit by way of a reduction in the DCC charge for the service being upgraded. The one exception to this policy has been on the west side of Broadway Avenue where developers simply paid the drainage development cost charge fees rather than constructing the concrete box storm sewer along the frontage of their property. In the long run, a concrete box storm sewer will have to be built along the west side of Broadway as shown on the attached plan. Due to inflation since the time that the drainage DCC bylaw was adopted in 1980,there are not sufficient funds in the drainage DCC bylaw to construct this storm sewer and the City would have to contribute the major portion of the construction costs. If however, developments from this point on were required to install the storm sewer fronting their property as part of subdivision and rezoning requirements, the City contribution to complete the storm sewer in the future would be reduced. Attached is a memorandum from the Deputy City Engineer showing the cost implications to developers if the City adopts the policy requiring that the box storm sewer be installed by the developer. In general, the servicing costs for a typical 200 metre wide property on the west side of Broadway would increase from $136,000 to $281,000 (including credits for DCC’s).
