Dear Council,
On June 16, 1989, the Provincial Waste Management Branch granted a pemit

to Kelly Douglas and Co. Ltd. (a large food wholesaler) to store PCBs from the
lower mainland in a warehouse in Cranbrook.

The permit was issued despite the objections of the City of Cranbrook, the
Chamber of Commerce, the Regional District of Fast Kootenay, the Fast Kootenay
Environmental Society, MLAs Anne Edwards and Duane Crandall, MP Sid Parker and,
we believe, the great majority of the citizens of the town.

This situation has grave implications for communities around the province.
While accepting responsibility for PCBs used or generated locally, the City of
Cranbrook has passed a bylaw to prevent the importation of these chemical wastes
fron outside its boundaries. So far, the provincial government has refused to
recognise the validity of the bylaw and the wishes of the local people. If Kelly
Douglas is allowed to ship PCBs to Cranbrook a precedent will be set that will
allow other corporations to to follow suit in other commmities.

Cranbrook City Council is currently appealing the decision to the
Environmental Appeal Board. It is very likely that the ultimate decision as to
whether the PCBs are moved into town or not will be made at the cabinet level.

We are asking you at this time to lend moral support to the City Council of
Cranbrook by passing a resolution Similar to the sample below and sending a copy
of it to: Cranbrook Council, the Daily Townsman newspaper and Bruce Strachan,
Minister of the Environment.

"Be it resolved that the Municipality of supports the principle
that communities should have a say in decisions which affect their local
environment and further supports the City of Cranbrook in its efforts to prevent
the unwanted import of PCB wastes into the community."
