I have deep reservations about the Minister of Municipal Affairs’ new Planning Act. . . . a I feel his motives are suspect. The proposed Act definitely central- izes the planning function by removing planning from the local level and places far ranging powers into the hands of the Minister, the Cabinet, and various Sppointed boards/committees, For example: ; . Appeal Boards:~ Land Use Appeal Boards are appointed under Section 16. The Cabinet will appoint the Appeal Board and the appointees cannot be elected persons. (Section 16 -(2)). Urban Regional Committees: An Urban Regional Committee is appointed by Cabinet. Presently Municipal Councils choose from their own Council who will represent their Municipality on fegional District Boards, who will no longer deal with Regional Planning under the new Act. (Section 64 (2)). Environment and Land Use Committee: Continues to be appointed by Cabinet but E.L.U.C. can now in turn appoint Technical Planning Committees. of regional districts. This used to be Councils responsibility. Regional Co-ordinating Committees: This appointed body would replace Technical Planning Committees of Regional Districts.
