Eng., City Engineer Re: Poad Rehabilitation Program The Road Condition Report which Council authorized in the 1979 Budget has now been comrieted and I have had the epportunity to analyze the results. The Road Condition Report Covered all the roads as shown on the attached sketch no. 1. Thass reads were all major arterial or callector roads which vuk sone form of distress oa the pavement. The Report slewed that there were several roads which had 9 surface and base suitable for the traffic over the next 26 years, but for the most part the pavements require various Coras of rohabili-~+ tation at a much carlier date. Although I feel that it woull ke possikte to look after all of these roads within a time period of i0 or 15 yoars providing that there is sufficient Gevelopment to provide the Development Cost Charge Funds that were anticipated, thece will Net be enough money in the initial five Years to do all the werk which should be done within that time. It is therefora necessary to divide the work into groups of priorities and to consider which can be deferred without creating further problams later. 4ccordingly, the following discuresion S@parates theso roads into groups according to the categories of distress. Se Roads which are in Satisfactory Condition - Roth Rase and Surface These roads have a satisfactory hase and the sur face is reasonably good. Thore could be some minor Cracking and the occasional localized major cracking and in some cases the surface is quite rough. However, these roars should stand up to the projected increases in traffic over the next 20 years vith possibly a minor overlay to rejuvenate the surface after years, Western Drive - Audrey to Eastern Hastings Street = Nor of Lougheed Highway Mary Hill Road - Western Drive to Thea Wellington Street < Prairie to Laurier Wellington Street « Myrtle to Hoather f2.... “THE CORPORATION OF THE CITY OF PORT COQUITLAM -~2- Section Roads Havina Satisfactory Base But Poor Surface These roads test out reasonably strony even theugh there has been some surface dcterioration. The ceterioration is mainly the result of local weakness in the base, inadesuate thickness of asphalt, or deterioration due to age of the pave- ment. Although rehabilitation of these roads with an over- lay would he desirable to prevent further deterioration, these cannot at this time be given a hich priority. Therefore, I recommend that these roads continue to receive Spet maintenance where required. As this type of maintenance is funded urder the annual maintenance budget, further consideration is not required at this tima. Shaughnessy Street - Prairie to Lincoln Mary ilill Road - Thea to South of Mary Hill Lane Eastern Drive - Western to Belle Place Eastern Driva - Lamprey to Pitt River Road Pitt River Road = “tcLean to Narbour Kingsway Avenue - Westwood to Mary Hill Road McAllister Avenne - Shaughnessy to Mary 4111 Roai Section C Roads with a Weak Base But Surface Satisfactory for At Least Five Years The surface condition in these roads is mainly due to low volume or light weight traffic on the road or to recent paving since tha base is weak, any major increas2 in traffic volume or weight would cause an increased rate of eceterioriaticn of the surface. Money can be saved by strengthening the surface before it deteriorates. However, the roads in this list are expected to last at least Five years before such strengthening is required, ; 1.
