FRANK FULLER THE WESTERN CANADIAN LUMBER WORKER WALTER SIMCICH CREDIT DUE IWA A native of Texas, Frank Fuller moved to California in the 1930’s and was an agricul- tural worker before entering the Army Air Force in 1940, where i served for five years, Since the war, Fuller work- ed some 15 years in the can- ning, electrical and transpor- tation industries. He was an active union member during this period, serving on nego- tiating committees, as shop steward, local officer and or- ganizer. While working for Grey- hound Lines, he received a degree from San Francisco State College and was a part- time instructor there. Mr. Fuller later did graduate work at the University of Oregon in education and na- tural resource geography. Following this he joined the IWA as International As- sistant Research Director. A native of Pennsylvania, Walter Simcich was active in the Steelworkers Union. He is a veteran of World War II and worked for 16 months after the war as field examin- er for the National Labour Relations Board, leaving this post to return to college. He graduated from Antioch Col- lege in Ohio in 1951, with a degree in economics and socio- logy. After graduation, Mr. Simcich spent four years as a field representative for the Packing House Workers Un- ion. He later worked as research consultant to a number of or- ganizations in California, spe- cializing on farm labour prob- lems, and as a research econ- omist with the California La- bour Federation, AFL - CIO, before joining the I.W.A. The representation vote was conducted by the Depart- ment of Labour on January 7, 1966. In spite of weather temperatures hovering in the 50 degrees below zero mark, Simpson workers turned out en masse to elect the I1.W.A. as their bargaining agent. Some employees had to travel 40 miles in the frigid weather to cast their ballots. In one case, it took a man three hours to get his car started so that he could get to the polls. Only four employees failed to vote. Count of the ballots showed that 38 voted for the I.W.A. 13 against. 55 persons were eligible to vote. The Board had set November 1, 1965 as the pay roll date for eligible voters. The I.W.A. had argued unsuccessfully to have De- cember ist set as the date when 85 employees were working due to employment of a second shift. Local 1-184 was certified on February 3, 1966.
