OUNC REPORD _ OCT 2 5 1974 Mayor and Council October 25, 1974 FROM: Health Commit tee-Environmental Sub Committee A joint committee comprised of representatives of the District of Coquitlam and the City of Port Coquitiam met with Associate Deputy Minister, B.E. Marr of the Department of Lands, Forests and Water Resources on Wednesday, October 23, 1974 to discuss the Department's proposal to carry out a water management study of the Coquitlam River. Mr. Marr outlined the type of report that would be carried out which would include among other things, water supply, flood control, flood plain management, minimum flows, pollution control permits, and water quality problems. He indicated that the Water Resources Branch would underwrite the cost of the study and that there would be no charge against the municipalities. He did anticipate that they would require consultation with the technical staff of the municipalities and expected that no charge would be made against the Department for municipal staff time. . Mr. Marr expressed the view that the Department would like input from local organ~ izations for example, the Fish and Game Association and that a further meeting be held in the community in the course of drawing up the study plan to get input from interested groups. He expected that a start would be made on the study program within a month and he could not say exactly how long the study would take but anticipated that it would probably be two years in the preparation due to the fact that the collection of data which includes measurement of water levels, flows, etc. must be collected over a period of one year. The Committee is indeed pleased to note the Department's interest in carrying out this report. The proposal for a study was originally made to Victoria by a joint intermunicipal committee after a report was prepared for the committee by Howard Paish and Associates in 1973. The Committee therefore recommends that a resolution be passed by Council supporting the Department of Water Resources' proposal to carry out a water management study of the Coquitlam River and offering to make City staff available for consultation with the Department during the preparation of the report, and that a copy of the resolution be forwarded to the Minister of Lands, Forests and Water Resources.
