Re: Purchase of Automobiles: JAN 1 0 1972 When Mr. Vin-e Borch, City Engineer, was hired he requested that the City supply a vehicle for trans~ portation rather than ve pald mileage, Mr. Borch agreed that a small car would suffice rather than tying up a pick-up which could better be utilized by the Engineering Department. In 1972 we will be required to purchase three pick-ups plus a car ~ the threc pick-ups will replace units which have been taken off the road in 1971 OT tanta ALL PO et eee co due to age and the car will be for Mr. Boren. After giving the matter some consideration we felt that we should Areata ay: &lso purchase a car for Mr. Gore, the ticintenance Supervisor, this would release the pick-up that he is presently driving. We have, therefore, included in the 1972 budget funds for the purchase of two pick-ups plus two small cers. i would like. te proceed with the purchsse of two small cars at the present tiny. Last year we pur- chased Volkswagens based on the fact that Burnaby had experienced reasonabie operating costs with these vehicles | and we have since found out that Toyota have a very good reputation for reliability and we, therefore, obtained prices on an invitational basis for a similar class of car in the Toyota line. ‘The bids received are as follows: i. Kerrisdale Toyota Cuntre ~ $2,029.00 each 2. Clarke Simpkins Limited ~ $2,046.00 each 3, Al Mitchel]. Motors Limited - $2,066.00 each The Kerrisdale Toyota bid is apparently based on a vehiclewith a motor size of 1200 c.c., the other two bids are based on the new line which has a 1606 €.c. motor, We would be better off with the new 1500 series and I would, therefore, recormend the bid of Clarke Simpkins Limited of $2,046.00 per unit plus 52 tax. XI understand that these vrices will be increasing after the 10th of the month so that en early decision ; t { 1 } j 4 will be required. The amount included in the 1972 Provisional Budget is $4,500.00 for the two vehicles. With regard’to our experience in operating the Volkswagens ~ based on the last five months of operation, the three Yolkswagens have averaged 825 miles per month each and the cost of cperation including depreciation, insurance, gas, o41 and repairs works out to approximately 64¢ per mile. This will, no doubt, increase next year as the vehicles require more maintenance. I would appreciate Council's consideration of a resolution to approve the purchase of the two small cara as quoted above. 2. Rez: R.C.M.P. Costs: Prior to the end of the year Council asked for some information on how charges were levied by the Federal Governments under the R.C.M.P. Contract. Our present Contract states that the Government of Canada will provide 16-1/3 men and thet the menbera ander Contract will not be replaced when absent by reason of two days off each week, for attendance at training courses, time off for National holidays, annual leave or sickness except where sickness results in a menber being absent in excess of thirty consecutive days. In additica, the Ferce has the power to temporarily withdraw members drom the Detachment, however, the Agreement requires that they substitute police protection without additional cost to the municipality. This has happened in the past where a sember har been pulled out for some particular reason and if he has not been replaced we have received credit for the time lost, When new members are added to the Force during the year, in other words, under an increase in staff the City are only charged for the number of days in the yeer which the new member ig on the Job. 1 believe this question arose as a result of the R.C.M.P. report commenting that one of the members was away on a Raday Course and in this case wo would not receive credit for the time that TTT enema canteen mien acts Seer SHES ENE fA Mca as ere _ thie nenber was away from the Detachment.
