A. recent appeal by the General Federation of Con- golese Workers and by the Congolese Confederation of Free Trade Unions, has urged opposition to the plan for creating 16 or 20 provinces *in the Congo. This would be an “anti- democratic process” says the appeal issued on behalf of the trade unions by Andre Boboliko. An. even greater fear is aroused by the plan to foist a federated regime on the Con- go, declared Boboliko. This would widen the autonomy of the provinces and clear the way for their separation. Boboliko declared that the leaders of the Congo have sacrificed the people’s inter- ests to their own _ interests. They have begun a systema- tic: robbery of social funds with no fear of punishment. At the same time, the coun- try has a foreign deficit of Congo rape continues 12 billion francs. It is a great tragedy for the working class, said Boboliko, that the interests of our poli- tical leaders and the interests of the foreign monopolists have merged and that the rape of the Congo is being continued by these monopo- lies. For two years the Congo has suffered poverty, while there is a river of ‘Uncle Sam’s dollars” flowing into the country; but we watch this re-colonization with great trepidation. In the name of the Congo- lese trade unions, Boboliko appealed to the people of the world to support the trade unions’ struggle for the unity of the Congo, that only this unity can bring about the well-being of the working class and guarantee the basic democratic freedoms and rights of men. Kuo Mo jo said U.S. U-2 bases “fare mainly directed against the socialist countries and in particularly the Soviet Union and China.” Earlier in the week, Pek- ing papers featured an inter- view with a former officer of the Chiang Kai-shek air force, Wu Pao chin, who re- vealed that all U-2 espionage flights over China from Tai- wan were at the direct com- mand of U.S. military per- sonnel. Wu himself was shot down by the Chinese Army last year while on a_ reconnais- sance mission over coastal fukien province in an RF- 101 plane. Citing his own experience, Wu said all data obtained in reconnaissance mission over the mainland were handed. over to U.S. military organi- _zation in Taiwan.
