Pollock, City Administrator Sign By-law Amendment - Flashing Signs Attached is a draft of an Amendment to the Sign By-law to permit flashing signe in the Commercial areas fronting on the Lougheed Highway and Shaughnesay Streets, The Amendment simply permits flashing signs and ag pointed out to Council in earlier discussions it ig impossible to devise a description of the sign that would regulate or limit the proportion or intensity of the flashing portion of the sign. IT can only suggest that 1£ Council wish to proceed with the Amendment to permit flashing signs that we preceed with the attached Amendment and rely on sub-section (c) of Section 11 of the By-law which Baya that "No sign permitted by this By-law shall by reason of its location color or intensity create a hazard to the safe efficient move~ ment of the vehicle or pedestrian traffic". It would be difficult for staff to try and determine when an application is made for a sign whether or not the sign will be a hazard and some signe will necessarily be erected that may later Prove to be a hazard, We can only try and eliminate objectionable Bigns by using this particular section. Councdl may have some idea on how the By-law could be more Bpecific and if so we can make changes to the wording. If not the By-law is available for three readings. oe .D. Pollock, City Administrator,
