History/Backgrounds; ; The schedule of admission rates and rental charges has traditionally been reviewed and revised on an annual basis. My understanding is that the rates have typically been adjusted by an amount roughly equal to inflation. However, for 1990, the proposed adjustments are not directly being related to inflation. This approach has been chosen to permit larger increases in areas where we have been lagging behind the market place. However, with few exceptions, increases have been limited to a maximum of approximately ten percent. Attached (Schedule B) is a copy of the fees and charges policy adopted in 1983. The attached proposed schedule of Admission Rates and Rental Charges is consistent with the terms of this policy. Alternatives: The Parks & Recreation Committee may choose to adopt, amend, or reject the proposed schedule of admission rates and rental charges, prior to submitting a recommendation to City ULouncil. Intergovernmental Involvement: The proposed schedule of admission rates and rental charges was prepared after charges was prepared after researching similar from around the lower mainland; (i.e. Coquitlam, Maple Ridge, Burnaby, Vancouver, Surrey, etc.). Discussion/Justification: The Parks and Recreation Committee should consider the following points when reviewing the proposed schedule: x Although costs have increased by about 6.7% in 1990, some increases will be greater than this to continue the process of “catching up” in the areas where we are lagging behind the market. The proposed schedule of admissions and rental charges is consistent with our efforts to gradually reduce our reliance on the tax base. The proposed schedule recognizes differing service levels available at similar facilities around the lower mainland (i.e. although our service at Hyde Creek Pool is very good, it is recognized that the public will pay more for additional amenities, such as water slides, whirlpools and teach pools, etc) The discount for a beok of 10 tickets is being reduced from 15% to 10% (rounded to the nearest 10¢). This precess was initiated in 1989 and is consistent with systems that exists im many other communities. eoead o7
