February 2ist, 1977 density development was permitted as low density developments unless for a demonstracion purpose, were too costly. Alderman Ranger directed a question to Mr. Spears, as a representative of the tenants, with respect to the proposed shopping centre development at the corner of Coast Meridian and Prairie and the fact that the units had not been occupied at the time of the Public Hearing on this development and Mr. Spears indicated that the general concensus was that of agreement to the proposal as being convenient for the residents particularly in the case of the senior citizens and handicapped persons. Alderman Thompson enquired 1f funds would still be available for another development and what guidelines or restrictions existed with respect to size, or amounts of money available, and further if a project of perhaps 20 units on City-owned land would be considered viable, referring more specifically to the proposed co-operative development of housing and library facilities for the City. A brief discussion on the subject of size of the development and possible location of same ensued during which Alderman Keryluk noted that the Library Construction Committee had requested that Mr. Casson investigate the feasibility of such a development with respect to funding, etc. Mr. Casson replied that initial enquiries to the Central Mortgage and Housing Corporation indicated that they would be prepared to look at any plans presented in a positive manner, however, more specific plans than presently available would be required before a definite answer could be given. Mrs. Judith Nacht, a member of the Library Construction Committee agreed that any decision on this matter would be impossible until the Committee could provide Mr. Casson with more definite information regarding the location of the project, and suggested that a meeting be held at an early date. Mr. Casson indicated that, in his opinion, the suggested Wilson Avenue location was a good site for a community facility in view of the arena, etc. existing on adjacent property and in addition, with a library incorporated into the housing development, it would provide a certain amount of screening from the Hydro substation for the residents of the project. The City Administrator noted that at the time the Committee's recommendations were presented for the ratification of the Council, the recommendation dealing with the designation of the Wilson Avenue site for this joint use had been deferred and he indicated that until some decision is made by the Council in this regard, the Committee cannot proceed, Alderman Keryluk stated that he would have a further report available for the next Council meeting.
