M held Tuesday, Carried ITEN II: BDIBKMG BYLAW The Committee considered the proposed revisions to the Burning Bylaw for the City of Port Coquitlam. Through various representations from agricultural landowners in Port Coquitlam, was determined that some hardship would befall these people if a strict adherence to the burning of only diseased organic material was used. The Fire Department is in charge of administering Burning Permits and with the Burning Permit the Fire Department has the individual applicant sign a "Burning Permit Rules Form" (see attached) that it states that the material is diseased, on-site generated agricultural material. Some residents are leery of signing such a form, and therefore it was decided that this form will be eliminated and the Fire Department will issue the Burning Permit based on verbal information from the applicant. JOHN SEAGER, DELEGATION REGARDIJR BORNING BYLAW Seage- explained to the Cozmit tee that he had accumulated organic type waste since September, 1990, and planned to accumulate it over the winter and burn it 1n the spring, as he has done for a number of years. The Bylaw change in January caught him completely off guard, and now he is left with a large pile of organic material that he has to try to dispose of in an alternate way. He also suggested that if it was Council's intention to clean up the including those 1n home air, that they ban the burning of all wood products, the enforcement of the fireplaces. The Committee assured Mr. Seager that current Bylaw changes would not prohibit him from burning the materials from his agricultural land which he described in his submissi.on. Mr. ITEM IV LORNE MOORE — ESCO invited as a representative of Esco Ltd., pertaining to Permi.t for Air their application for continuation of =heir Pollutionindicated that they Moore Mr. Coquitlam. in Port Emm1ssions for their plant were installing improved cutting booths and over all were maintaining a cleaner operation. The application stated they wanted permission to go from five days to seven days per week operations only to simplify the administration of their Pollution Permits. Por example, he suggested we should make a Bylaw to restrict the use of plastic milk jugs in Port Coquitlam in favour of glass; further, we could put large deposits on the various cans and bottles used. that the type of recycling truck used perhaps could be the same type as needed for garbage collection. that the recycling program costs of 416.00 per household for 1991, and $ 34.00 per household for 1992 were exorbitant and should be lowered or more closely tied to a user-pay system. that we could look at collecting one type of material each week, i.e. glass one week, tin the next, paper the next, etc., thereby eliminating the need for separation by a Contractor. The household resident could then be charged extra on a weight basis for the unrecyclable goods they still have left. that the Municipality go into a strong educational and advertising in order to inform the public of the Recycling Program, its benefits, and how to participate. that the City look closely at building demolition materials and where the demolition ends up that perhaps Bylaws could be enacted to ensure that the Demolition Companies remove the Gyproc and take it to the recycling plants and further, that after the Demolitiou mode ave'ek kr~gl Its iaswgg~J permit has been issued, the Contractor be made to wait one month, giving local people the chance to go in and take what they want from the buildings.
