Assessment Authority has _ Teduced the property value of 5 nearly half of local businesses. This is not as contradictory as it appears, says cily treaswrer Keith Norman, That's because brisiness proper- ty values are based on the health _ of buildings and Jand, not on the + business that goes'on inside. Figures released by the assess- " ment-aulbority show it reduced . the assessed value of 185 build- ings by up to 20 per cent. (The valuation also includes a figure for the land on which the building stands). A further 122 buildings face in- creases of 20 per cent. or less, leaving only 81 being hit by hikes of greater than that. The overall effect is a mean in- crease of just seven per cent for Terrace business premises owners compared to the 21 per cent jump local residential property owners have to handle. Norman. pointed out the asses- . sors base their valuation on an estimate of the market value of a given property. While businesses themselves might be thriving, “it’s the busi- ness space that’s not doing well,”’ he explained, if a specific building i is fully oc- cupied, the owner could sell it as . such and get a better price on that -. basis. Yet there are a number of build- ings in the commercial sector which have vacant space, Empty buildings, including newly-constructed ones, lose value, said Norman. And when a major business has moved to another, newer build- ing, the value of its original loca- tion would likely drop unless it was replaced by a comparable “anchor”? store. -Apartments don’t follow the same pattern, said Norman. The city’s low vacancy rate combined with the lack of sig- nificant new rental construction means that apartment building -Values are rising.
