THE CORPORATION OF THE CITY OF PORT COQUITLAM C 0 UJ a \ MEMORANDUM JAN 13 1979 TO: Mayor and Council January llth, 1979 FROM: Pianning « Zoning Committee Re: Lease Agreements for Parking Stalls on City Parking Lots The City has in several occasions entered into agreements with developers of downtown commercial projects to lease parking from the City to meet part of their total parking requirement. The purpose of this practice is to assist new commercial developments and additions to existing buildings which otherwise may be unable to proceed due to the inability to provide 100% on—site parking as required by tie Zoning By-law. The current monthly rate is $7.50 per stall with an initial charge of $325.00 per stall. Two requests for similar arrangements have recently been received. 1. Existing Commercial Buildime at 2565/75 Shaughnessy Street Council may be aware that this commercial building has been for sale for some time. A potential purchaser is proposing to renovate the entire building and to convert the second storey to office use from the current mixed office/apartment use. The proposed renovation is a highly desirable undertaking in terms of improving the overall appearance of our downtown. As a result of the use change on the second floor, the parking requirement is increased by nine stalls. As it is not possible to provide more parking on site, the purchaser is requesting lease arrange- ments in order to meet the increased parking requirement. 2. New Commercial Building at 2253 Wilson Avenue A new commercial building is being proposed on the above site, exclusively designed for a restaurant complex consisting of dining, lounge and self-serve luncheon facilities. No rezoning is required as the property is already zoned C-3. The development, however, can only provide by way of underground parking a maximum of 21 parking stalls, as opposed to a total 40 stalls required for the proposed seating capacity of 200. The developer is therefore requesting consideration by the City for lease arrangements to provide 19 additional stalls to meet the bylaw requirements. Both requests have been considered by the Planning and Zoning Committee and the Committee recommends that Council approve the requested lease arrangements. L. Lee, City Planner.
