Hydro Power Line Construction Council may recall that approximately a year ago there was a meeting held in Coquitlam with B.C. Hydro officials at which time they outlined certain changes in the power line locations in the Coquitlam-Port Coquitlam area as well as discussed the location of certain new lines in the area. We have now received a request from B.C. Hydro to grant permission to clear and construct a power line over certain City owned lands. This agreement would t2 followed by a proper Right-of-Way Agreement at a later date when construction has been completed and the legal survey plans prepared. For the information of Council Hydro has indicated that eventually a second line will be constructed on this Right-of-Way which follows the new alignment of the Lougheed Highway (Sharpe Street alignment). It was indicated by B.C. Hydro that the long range construction plans call for the removal of the existing line which runs from Victoria Drive along Freemont Street. The Engineering Department has reviewed the proposed location covered by the attached agreement and there will be one tower location consisting of two metal standards. The tower Location falls clear of the dyke area and the clearing required will be through an area of small second growth alder and there are no trees on this site of significant size or value. I have attached a copy of a plan showing the land affected. I would recommend that Council approve granting of the permit to enter the property and the subsequent Right-of-Way Agreement required by B.C. Hydro. 2. List of Accourts We have traditionally placed the list of disbursements paid by the Treasury Department in the Council agenda for acceptance by Council. Although this is an informative procedure it is not required by any existing legislation and it is a procedure that has been abaudoned by nearly all municipalities and school boards in the Province. We have discussed the necessity of this procedure with our auditors and they agree that the procedure serves no particular purpose as our spending authority is covered by the annual budget by-law. I would suggest to Council that we abandon the formal procedure of adoption of this list of accounts by Council. We would still prepare the list as a numerical listing of our disbursements and this list would be made available to all members of Council for information and it would be scrutinized by the Finance Committee prior to the bulk of the cheques being signed by the Mayor and the Treasurer.
