TENDER EVALUATION ANDO SUMMARY

TERRA DYNAMICS INC.

1. Terra Dynamics inc. had two conditions. The first relates to entering into a
“satisfactory contractual arrangement between the Qwner (Freemont Holdings Ud.)
and the Contractor" Provided this condition has no financial implications it is
considered to be innocuous, and is not dealt with further.

Terra Dynamics Inc's second condition is important, “sheet piling if required will be
additional’. It is highly likely that the Contractor will be using sheetpiling in
excavating for the foundations for the pump station inlet works. The assessed value
of this work is estimated to be $ 70,000, and this amount has been taken into
consideration in the final adjusted tender price evaluation.

B. APPROPRIATE WORK EXPERIENCE AND REFERENCES

The three qualifying Tenderers were asked to submit a resume of work completed for other
clients similar to that to be undertaken for this contract, as well as a schedule of references.
Copies of the resumes submitted are attached as Appendix 1.

Merletti Construction Lid. has the most significant appropriate experience for this proposed
contract, having successfully completed $ 1,700,000 worth of Purnping Stations for the City of
Richmond in 1991. This weil established and experienced company are highly recommended
by their referees, and assessed as being the most preferred for this relatively difficult and
specialized construction project.

Terra Dynamics Inc. is a relatively new company active in the construction industry, and has
limited recent experience in the construction of pumping stations. The experience of the
company cannot be verified.

Taseko Contracting (td. is an affiliated company of Plazer Contracting Lid. of Chilliwack, B.C.
The company has no experience in the construction of pump stations. The closest experience
ta that required for this project was for the construction of three concrete floodboxes for the
District of Chillwack in 1983.

From a work experience evaluation perspective, we conclude that Merietti Construction Lid. is
the tenderer with the most relevant experience for this project, with the other two tenderers
having relatively little recent, appropriate experience. Entering into a contract with either of these
two companies would be more risky in respect of them having the experience to be able to deal
with the complexities that could arise in this specialist type of construction work.
