Eng., City Engineer SUBJECT: Access to Subdivision at 780 Prairie RECOMMENDATION: That the. policy requiring sccess from a lane not apply to Prairie Avenue east of Cedar Drive. : BACKGROUND AND. COMMENTS: The policy regarding access: from lanes along major arterials was implemented because of the high traffic volumes expected along arterial streets and the hazard and disruption to flow of traffic if access were to be off the major street. These are valid considerations where traffic flows are anticipated to be high. However, lanes. also do create problems as they must be maintained by the City. and also tend to be. unsightly. The Committee feels that the section of Prairie Avenue east of Cedar Drive should not be considered as a major arterial street and therefore the lane access policy should not apply. The north side of Prairie Avenue between Cedar Drive and Freemont Street is almost fully developed and has no lanes. All the properties'on both sides of Prairie currently have their access off Prairie Avenue and the Committee recommends that the three new lots being created by this subdivision also. be allowed to have access off Prairie Avenue.
