February 10th, 1975 Zoning Bylaw as the site in question is presently zoned C-3, the subject building is non-conforming since there is no sideyard provision at Whyte Avenue; however, this situation presumably can be resolved with the Board of Variance. ibe Committee, in its report, stated that the major issue with the proposal is parking, and that according to the submitted plans, 24 spaces are required; however, the existing building coverage leaves no room for parking and, consequently, it has to be located at a distance from the site. In its report, the Committee further advised that the developer has indicated he is prepared to explore the possibility of leasing from the City or to acquire a site nearby for parking. A report was also submitted at this time from the City Administrator, February 7th, 1975, concerning the above-noted subject, and advised that the lease arrangement for parking made with the owners of the Shaughnessy Mall building was $150.00 per stali as an initial payment and a monthly rental of $7.00 per month per stall; however, if arrangements are mada to lease space for this proposed development, these rates should be revised, as on the basis of current costs t'.e parking recently constructed at the Recreation Centre site would indicate that capital costs of parking improvements are running closer to $300.00 per stall. The City Administrator, in his report, further advised that according to the City's appraisers, the current monthly rental rate of $7.00 per parking stall is not unreasonable. Moved by Alderman Thompson: Seconded by Alderman Laking: That as recommended in a report from the Land Use Committee, February 6th, 1975, the proposed renovation and addition to the second floor of a commercial building at Shaughnessy Street and Whyte Avenue adjoining the Shaughnessy Mall building be approved; subject to the provision of adequate parking. Carried. A discussion ensued prior to passage of the foregoing resolution, and Alderman Thompson proposed that the recommendation contained in the report of the City Administrator to revise the initial payment to $300.00 per stall and jease 24 parking spaces to the developer, be referred back to the Public Works Committee for discussion. Mr. G.H, Horner, the developer, was present at the meeting and after displaying renderings of the proposed project, stated he would be prepared to lease the required parking spaces from the City.
