xt Mike Scott MP takes hands off approach to grants SKEENA MP Mike Scott was among the Reformers who last week found him- self embroiled in the de- bale over mismanagement of Human Resources De- velopment Canada grants, Embattled human tre- sources minister Jane Ste- | wart named Scott and two other B.C. Reform MPs who she said “keep calling my office saying can’t you please hurry up and ap- prove the application.” She later said it was the . MPs’ staff that had called her office. “ Making public opposi- tion MPs’ requests to. ac- celerate grant approvais has been a key strategy of the Liberals in attempting to withstand a firestorm of questions and criticism about accounting proce- dures used to monitor the grants. Scott says he’s never wanted to be in control over local grant requests, which he says is a giant political slush fund used by the Liberals. It would be wrong for an MP to exert political con- trol over. who does and does not get grants in the riding, he said. a , ,For that reason, Scott says he appraves‘all grants requests by organizations from this region and sends them straight -back. to Human Resources Deve- lopment Canada. “I made a personal de- cision that because there were very difficult econo- mic circumstances in this area and because we did not have the expertise to review and. analyze the applications that come in, we take the view that it’s not appropriate for the Member of Parliament to: be involved at all,” he’ said. Scott said he doesn't know what grants were is- sued in Skeena, That’s be- cause his office doesn’t even keep the correspon- dence from HRDC on the grant applicalions. “We really don’t want to be involved,” he said. . Right now the city pays 40 per cent of the cost of rebuilding residential city Streets, while homeowners are expected to pay 60 per cent. Councillors have agreed in budget dis-— cussions to up the cily’s share for Local Improvement Projects to. 60 per cent while homeowners pay 40 per cent. It’s hoped that will lead:to-more resi- ~.- dents agreeing to repave their streets. For a number of years the money the. city has set aside for its share of LIPs has: gone unused because of residents refusal to pay, despite worsening condition of-pa- . vement in many parts of town. Council .came up with the new 60-40 formula after considering even more gen- erous options, such as 70-30 or 80-20 splits or even ending the LIP system and having the city pay for all roadwork. The problem with that is it would re- quire a hefty tax increase of more than 10 per cent to ensure roads are rebuilt on schedule. And many lonieowners would see their taxes shoot up but might not see their street rebuilt for several years until their turn arrived. ~ Even with the reversal of the formula, a tax increase will be required to pay the bill, said city councillor: Val George. ~ “There’s probably going to be some tax increase required, but il’s not going to be a horrendous: tax increase,” he said, adding ‘it shouldn't be more than five per cents BS He -wis among: the councillors: who fa- vours even higher-city subsidies. ““T believe over time we should phase - out LIPs,” he said. “I don’t think ‘people SPECIAL SLEDS. * ONLY AVAIL 1 "NOW © Get the sled. © Get the extras. ¢ Get the fever! hoy ane of ou other cligible 2001 sleds, take your choice af 0 free StorChoice satellite TY sysiem ond up to 18 months of ree Bronze programming.
