Highways ministry builds new bridges with natives “MY WAY or the highway doesn’t hold water anymore.’’ It’s probably an unintended pun on the part of Don Windross, but il does represent what he calls a new relationship between the highways ministry and natives. Windrass is the highway minis- try’s northwest aboriginal affairs manager and his job is to build bridges between his ministry and “natives, It’s a new position and Windross is the only such person the ministry has placed in a regional office. ‘We've gol so many First Na- tions to deal with here, il was . logical to put somebody like me here,’’ says Windrass. *‘What [’m saying to our people here is that this is a major ground swell,’’ said Windross of native _ issues. ‘‘It’s not only bappening _. here but across Canada, in the United States and all over the world where aboriginal peoples are coming back,”’ What he does is represent the ministry ta native people and na- tive people lo the ministry. One task of Windross is to hold cross cultural workshops to better explain to ministry employces the native world, “There’s been such a long peri- od of bad history, a non- cooperative history — perhaps non-consultative is the better word for it,’’ he said. And Windross acknowledges that changing this will lake ycars. Among the specific tasks as- signed to Windross is dealing with highway routes through reserves that do not have secure tenure. : This is a long standing problem dating back many decades when the first road networks were de- veloped. Just several years ago, the Git- sequecla band threatened a block- ade of Hwy16 as it cuts through the middle of its village unless compensation was received, The resulting deal included a recently-finished vehicle and pedestrian overpass to connect the two parts of the village divided by the highway. Numerous roads are built on land set aside in trust by the fed- eral government for natives, often without the full. participation of natives and without thought of the consequences. In lega! terms it’s called tres- spass and it’s part of what Windross says is the need to ad- dress past wrongs. ‘IUs important to show goad will when it can be: immediate and should be done,”’ he said. New relationships can also save time, moncy and frustrating when the ministry deals with natives on current transportation issues, ~ Windross adds. ‘Natives and non-natives have been flailing around in a swamp for a 100 years — a 150 years — and now we have an opportunily to make co-operation and under- standing happen,’ he said.
