The decision of U.S. President
Nixon to refuse to honor in gold
its enormous international
debts, his unilateral imposition
of a 10% surtax mainly on
imported manufactured goods,
his generous tax and other
concessions to the big U.S.
monopolies, and his crackdown
on the living standards of
American workers, are all
designed to stimulate the
sluggish and unstable U.S.
economy and to provide more
jobs at home — but at the
expense of the economies of
other countries and of jobs else-

_ where in the world.

In Canada the 20% of Cana-
dian exports that likely will be
made more expensive to U.S.
consumers are from Canadian
industries that generate a lot of
jobs. In the main they involve
machinery of all kinds except
auto parts, electrical apparatus,
and products of iron and steel
mills, as well as aluminum, zinc,
lead and processed copper
products. Eastern Canadian
industry will be hit hard.

In British Columbia, we are
primarily a producer of raw
materials, urgently needed by
U.S. industry. There is some
indication that important items
will be exempted from the
import surtax, but even so, it is
safe to predict that thousands in
B.C. will be adversely affected
inthelongrun.

At the present time 75% of
B.C.’s production of newsprint,
60% of our lumber and 30% of the
free pulp goes to the U.S.
market. In addition very large

quantities of lead, zinc, copper,
aluminum, natural gas, and
crude petroleum are sent south
of the line.

Big business spokesmen in
B.C: are taking a cautious
attitude, stating that it is
uncertain as yet as to whether or
not lumber and mining items
will be affected. They want to
see the actual product list to
which the import surtax will be
applied.

However, that is only the
immediate view. All the steps
announced by Nixon are
temporary and subject to
change. Once having embarked
on a Certain path there is a logic
to extending and consolidating
the general direction, and there
will be great internal pressure in
the U.S. to this end. Because of
our heavy dependence on the
U.S., the people of B.C. lack any
real sense of security, notwith-
standing Premier Bennett’s
assurances to the contrary.

The U.S. economy is subjected
to a sort of fever. This is indi-
cated by the wild fluctuations in
the Dow Jones stock index. In

“December 1968 the Index
reached a peak of 998. Seven-
teen months later in May 1970 it
had plunged to 610. By April 1971
it had risen again to 950, but even
last Tuesday’s record daily
jump of 33 points still left it at
889, or more than 10% below the
December 1968 peak:

The monetary crisis is the
deepest to hit the capitalist
world since the depression.
Basically it reflects the declin-
ing fortunes of U.S. imperialism,
both economically and politi-
cally, and the intensification of
imperialist competition.

One Canadian economist put it
in terms that are particularly
pertinent for B.C. James
Vossoff, of York University,
Toronto, said that Nixon’s
actions were ‘‘a declaration of
war against the Japanese yen’’.
In recent years Japan has made
big inroads into the U.S. market
in steel, ships, cars, and
electronics. In 1969 she exported
