R,C.M.2, (Cont'd): 3. Recommend installation of intercom system at rear doors of building to enable access for visitors who use rear parking stalls. Recommend installation of a high barrier along ledge of outdoor activity area that overlooks the ramp leading to the underground parking. Ensure that no benches are placed along the overhang above the ramp. Recommend reversing the location of the garbage/recycling area and the emergency generator. (NOTE: The applicant has been advised of the R.C.M.P. concerns and has agreed to comply with them. ) DISCUSSION: Support of this application will enabie the construction of a concrete residential high-rise building within Downtown Port Coquitlam. This development proposal conforms to the intent of the OCP in providing high-density residential accommodation close to the Downtown commercial areas. With the reduction in total number of residential units to 46 and increase of parking to 66 spaces, the Planning Department can support the request for relaxation. Several factors in considering the request favourably included: 1. Revised parking provided exceeds regional average ~— The parking standards comparison found that Port Coquitlam's standards are higher than those of most other Lower Mainland municipalities. If this same building was proposed in other mmicipalities, it would either meet the parking . requirements or require a smaller parking relaxation. The proposed number of spaces now exceeds the amount required using a regional average. Size of units — Approximately 70% of the units will be one-bedroom apartments ranging in size from 649 sq. ft. to 703 dq. ft. It is anticipated that these units would be marketed towards single persons and senior citizens, who may not have 2 cars per household. Location of project - The proposed building is to be located in the Downtown core close to shopping and public transit facilities.
