Fraser Valley Regional Library Board Response Public Library Legislation SECOND DRAFT A White Paper for Public Review -6- May 11, 1993 (3) The Board proposes that this section be uniform with other parts of the Act and include the words: "On receiving a report from the libra. y board ...." . MEETINGS OF THE LIBRARY BOARD The Board supports these proposals. REPLACEMENT OF SCHOOL DISTRICTS The rationale for this change throughout the review process has been that regional districts are more appropriate representatives than school districts for rural residents due to arms length taxation Ev schoo! districts. This prime concern is not addressed by this proposal as tax monies from rural residents would continue to be paid by the Surveyor of Taxes. Without this rationale and considering the important role played by school districts, the Board cannot support this proposed change. IF A NEW MUNICIPALITY IS FORMED The Board supports this proposal. . HOW POPULATION IS DETERMINED While the Board can support this provision, it needs assurances that the population figures from the Ministry will be timely, accurate and consistent. They must be subject to annual adjustment. VOTING ON EXPENDITURES (1) There is a conflict in the wording of (a) and (b) which must be clarified. The Board supports this proposal. | ITEM |
