FEB 2-7 THE CORPORATION OF THE DISTRICT OF OAK BAY MUNICIPAL HALL - 2167 OAK BAY AVENUE - VICTORIA, B.C. V8R 1G2 PHONE (604) 598-3311 January 7, 1987 Mayor and Council City of Port Coquitlam 2272 McAllister Avenue Port Coquitlam, B.C. V3C 248 Your Worship. and Members of Council: Re: Factory Built Chimneys The attached brief on the above noted subject, prepared by the Oak Bay Building Department, has been submitted to the Honourable Rita M. Johnston, Minister of Municipal Affairs and Transit. I am forwarding it for your information at the request of Council. The brief was developed in response to concerns expressed about the long term safety of metal fireplace and chimney installations, . and it advocates reforms at both regulatory and legislative levels. The regulatory measures, which would involve changes to the British Columbia Building Code, are described in detail in the brief. From a legislative perspective, Council would like to see an amendment to Section 740 of the Municipal Act to allow a local government, within its jurisdiction, to impose more stringent requirements than those set out in the Code. It is the feeling of Council that this initiative would be in keeping with the Province's recently promulgated decentralization philosophy, and the Municipality is asking that it be given serious consideration within that framework. Council urges you to discuss the issue with your technical, staff and make your views known to the Minister if deemed appropriate. Yours very truly, William E. Cochrane Municipal Clerk *jmb Attachment
