BACKGROUND AND COMMENTS:

Council members wil! recall that at the Counci! meeting of May
16th, 1983. our office was Instructed to consult with our
solicitors and inquire concerning the City's powers to control
election signs erected on civic property by candidates at
Provincial and Federai elections.

Our solicitor has confirmed that the City, as the owner or

controlier of Property is under no more obligation to accept
such signs than the owner of private Property would be,
