November 3rd, 1975 CORRESPONDENCE & PETITIONS: From the Fracer Valley Regional Library Board of Management, October 17th, 1975 being a Brief to Municipal Councils re: New Library Headquarters Building. Moved by Alderman Keryluk: F.V.R.L.Bd. of Memt. re new Seconded by Alderman Ranger: Headquarters Bldg. Yhat the Report of the Board of Management of the Fraser Valley Regional Library dated October 17th, 1975 re: New Library Headquarters Building be received for information. Carried. Prior to passage of the above hoted resolution, Alderman Kervluk indicated that while at the Headquarters Office in Abbotsford last week, he noted that the building was in an extremely poor condition and the continued use of the building was conditional on no further stocks being added to the upper floor. He also pointed out that because it was a Regional Board system, the Library Board could not borrow funds as is the case with individual municipalities so that at the time calculations are complete and the request for funds is made, they will have to be on an immediate cash basis. Alderman Ranger raised the question of the possibility of Port Coquitlam becoming involved with the Greater Vancouver Federation of Library Services and if, in fact, this occurred after the contribution of funds had been made to the F.V.R.L. Board, would any refund be forthcoming. In this regard, Alderman Keryluk indicated that the earliest Port Coquitlam could expect to be in a position to join the G.V.F.L.S. would be at least two years from now and that Richmond was presently in the situation of withdrawing from the F.V.R.L. and joining the G.V.F.L.S. and the Library Development Commission is considering this a ‘trial case'. further information on this matter is expected in due course. REPORTS: _ From Mayor Campbell, October 29th, 1975 being a Report on the Mayor Campbell re G.V.R.D.mtg. Oct Greater Vancouver Regional District meetings of October 27th to 29th, 27th-29th/75 1975. With reference to Mayor Campbell's remarks re the Housing Committee Alderman Ranger noted that to date the City’s experience in dealing with the G.V.R.D. in housing developments had been very favourable, particularly, with regard to the Meridian Village development. G.V.R.D. Housing Department personnel had been very co-operative in dealing with both Council and the various Ratepayer's groups.
