Terrace council deliberated in-camera June 17 and came out with a recom- mendation to write a letter of "strong support" and an offer of _ “any lobbying assistance that may be necessary”. ~The $1 = billion hydroelectric project south of Kitimat is gradual- ly being put on hold by the com- pany pending the outcome of a legal action to overturn a recent court decision striking down an agreement between Alcan and the federal government regarding water rights to the reservoir that would supply the project with water to power new turbines. Provincial minister of Energy, Mines and Petroleum Resources Jack Weisgerber has written a strongly-worded letter to federal Minister of Environment Jean Charest lashing out against the "confusion and uncertainty" caused by the federal environmental impact assessment procedures. Weisgerber blames inadequate federal environmental legislation for back-tracking on agreements Alcan interior operation fined While Alcan argues environ- mental issues surrounding the Kemano Completion Project, the company’s Vernon operation has been hit with a fine by the Minis- try of Environment. B.C.’s Minis- try of Environment announced last week that Alcan Aluminum Ltd. had been fined $50,000 for vio- lations under the Waste Manage- ment Act. According to a provincial gov- ernment news release, Alcan pleaded guilty on May 30 in Ver- non Provincial Court to two charges under the Waste Manage- ment Act and on June 13 the com- | pany was fined $45,000 for intro- ducing business waste in violation of the act and $5,000 for failing to properly confine special wastes. But, adds Weisgerber, the feds continue to ignore a year-old provincial proposal which would clarify the field of environmental and economic policy. "Three years after work started on Alcan’s $1-biflion investment," writes Weisgerber, "the clock has been tured back five years by the Federal Court’s decision to set aside the 1987 agreement worked out among the province, the com- pany and the federal government." According to Weisgerber, the 1987 agreement was. based on, more than seven years of environ- mental evaluations, and fotlowed an extensive review of Alcan’s project by federal and provincial experts and an independently- chaired working group. He says the agreement protected fisheries and resolved water conflicts among the three parties. It has also affected hundreds of workers in the northwest region.
