BACKGROUND:

During preliminary budget hearings, the Planning Department
proposed that $8,000 be included for consultant services in the

_ Industrial: area.

DISCUSSION:

Part of the Community Pian. work programme is to devise a
strategy for managing future development. A key: element in
such a strategy is the timely installation. of public services
and roads. The purpose of this project Is to prepare a report
to provide benchmarks and criterta for staging Installation of
