to advance the payment date for Water and Sewer Bills in 1979 and subsequent
years to the end cf March.

That the City Clerk be instructed to prepare the necessary By~laws
to advance the payment dates for Water and Sewer accounts to the close
of business. on the last Friday in March ir: each year;

AND THAT a 10% penalty be levied on all sewer and water rates
unpaid after the due date hereinbefore specified.
