A12 - The Terrace Standard, Wednesday, April 9, 1997 Some sections to cost $1 1 million a kilometre Road a major challenge AT AN estimated $1.1 million a kilometre along the toughest stretches, the toad to Kincolith is going to be one of the more challenging highway projects in the north in years. It poses a wide scale of engineering and environ- mental issues in addition to the aclual construction. Highways ministry geotechnical engineer Frank Maximchuk says that of the 23km to be constructed by the minis- iry, just 4.6km isn’t con- sidered difficult. “The other 19km is in- teresting and is divided into two categories — 8.5km has moderate dif- ficulties. The remaining 10.5km is very difficult. And difficult is just an- other word for ex- pensive,’”’ he says. Maximchuk is one of several highways minis- try people working on the project. Their portion leads from Greenville in the Nass Valley west toward Kin- colith at the mouth of the Nass River. Nisga’a Economic En- BEAUTIFUL BUT geographically daunting Nass River valley is going to task the efforts of highways ministry engineers and contractors as they plan and then con- struct a road from Greenville to Kincolith. terprises, a Nass-based development corporation, is constructing the nearly S5km portion from Kin- colith east under relative- ly easy conditions. The ministry portion is going through an ex- tensive environmental as- sessment review and hopes are that approval will be granted as soon as possible. Construction on some stretches could start next year with final construc- tion taking place in 2000. The environmental as- sessment is examining the ins and outs of construct- ing along the tidal bed portion of the Nass River or cutting into steep hillsides. The idea of building on a tidal bed is extremely complicated, says Maxi- mchuk, because the road bed will have to be nearly 10 metres high. And the bottom based will start out at 32 metres wide. **You won't find too many roads built under conditions like this,’’ he noted, Police cut out their red tape THE WAY the RCMP do business changed this month, though no one on the street is likely to notice the difference. The force has flattened its chain of command by eliminating a layer of man- agement. The result is to give detachments more control over — and responsibility for — their own affairs. At the same time, the old subdivision structure has been wiped and replaced with districts, That means an end to the northwest sub- division headquartered in Prince Rupert in favour of a northem district run out of Prince George. This takes out a level of bureaucracy so decisions are made by people at the lowest level, which means detachment | commanders and officers on the streets, says Kitimat detachment commander Staff Sergeant Jim Howie. He’s to be an important part of the new system be- cause he’s leaving his old job for one as the new dis- tict’s senior advisory non- commissioned officer, reporting to its mew com- mander. He'll do performance evaluations for detachment commanders his sank and lower, and review those detachments on behalf of the district commander to make sure policing in the communities meets RCMP standards, Howie said a lange part of his new role will be to heip out the detachments in his area — it stretches from Kitimat to Telegraph Creck, and includes New Aiyansh, New Hazelton, Stewart and Terrace. Bach detachment com- mander will report directly to divisional headquarters in Vancouver on administra- tive issues like budget, procuring equipment, and formulating programs or procedures, instead of hav- ing to seek approval through the sub-division chain of command, Howie noted the old struc- Jim Howie ture didn’t prevent detach- ments from changing the way they did things, but they had to go through the chain of command which proved time consuming.
