That left mayor Jack Talstra to break the tie. ; - While conceding “‘this thing has-been in the pipe awhile’, Talstra suggested it would be ‘silly’? for the city to rezone the property just before it held ‘public meetings on the draft land use plan. That plan, which is the first step in drawing wp a new Offi- cial Community Plan (OCP), suggests Sandover-Sly’s properties be earmarked for eventual commercial develop- ment, _ That’s the same designation given them in the existing OCP. Noting he was not aware of any prospective buyer having been found for the land to date, Talstra added, “I have a hunch this is rezoning for specula- tion.”” Talstra then threw in with opponents of the rezone. However, that wasn’t the end of the matter because the com- mitice of the whole — even if -all members of council are tak- “ing part in it — can only make a recommendation. The final decision can only come in a vote at a council meeting... And although that vote could ‘theoretically have been taken place at last week’s council meeting, the matter had to be “postponed again. That’s because aldermen had agreed at the committee meet- ing. a council vote on the recommendation would be held only if all members were present. Aldermen Sheridan ‘and Takhar were absent last week. - The next scheduled council - meeting is Monday, Nov. 23 and, once again, the Sandover- Sly vote will only be held if everyone is there. - TERRACE — The city will con- sider construction of a new animal shelter next year and in 4 new location. : That anfiouncement came at last week’s council meeting and fol- lowed receipt of a 379-signature petition demanding a new facil- ily. ‘Describing the present shelter as too small, poorly ventilated smelly and understaffed, the peti- tion charged the building was “animals,” . - It ‘also pointed out the present location, in the midst of a residential area, was no longer suitable because of the noise. -- Despite the absence of lobby leader Marilyn Brown and her supporters, council quickly ap- proved. alderman Bob Cooper’s motion the shelter project be in- cluded in the 1993 provisional budget.
