Eng., Assistant City Engineer SUBJECT: Washout of Jack Cewe's Gravel Pit - Pipeline Road Recommendation: That Mr. D. Hehn, Regiona! Director tor the Ministry of Environment, be requested to address Counci! at the earliest opportunity regarding the facts Surrounding the recent washout at Cewe's gravel pit on Pipeline Road and in particular, the course of action his Ministry is Drepared to take in this matter. Background and Comments: -During the weekend of November 2, 1985 a washout occured at Cewe's gravel operations on Pipeline Road resulting in the discharge of sediment laden water into the Coguitiam River. The attached letter from the Ministry of Environment provides details of this incident. In reviewing this fetter, the Environmental Protection i Committee was not satisfied with the proposed action to be taken by’ the wearer Management Branch of the Ministry. Soecifically, the Committee noted that this is not the first time that such washouts have taken place at the gravel pits on Pipeline Road but yet the Waste Management Branch's proposed dealings with Jack Cewe Limited aooeared to treat this incident as a first violation of their’ permit. The Committee feels that more definitive action can be taken by the “Ministry of Environment to prevent further pollution of the Coquitiam River.
