Eng., FILE: PWC City Engineer SUBJECT: Appointment of Consulting Engineer - Kingsway Reconstruction Project (Public Works Committee Meeting of February 1, 1993) RECOMMENDATIONS: That the City award the contract for the design and supervision of the Kingsway Road reconstruction project to Delcan Corporation based on an estimated cost of $107,428 (including GST). That Council allocate $123,542 (including 15% contingencies) from the Road Development Cost Charge fund for this purpose. BACKGROUND & COMMENTS: Six engineering firms were invited to submit a tender for this project and four firms submitted complete proposals as shown in the attached memorandum from the Project/Traffic Technician dated January 21, 1993. Duncan & Associates substantially under estimated the hours required for the design and supervision and therefore acceptance of their proposal is not recommended. Although UMA Engineering and Delcan Corporation are both reputable firms and have worked for the City in the past, the Delcan proposal is considered more advantageous bec2use Delcan proposes to use an experienced site supervisor and Delcan specializes in railway crossings. It is therefore recommended that Council award this work to Delcan Corporation based on the submitted price of $107,428. In addition to this cost, it is recommended that Council allocate an additional 15% for contingencies for a total engineering cost of $123,542. It is recommended that funding for the engineering work be allocated from the Development Cost Charge fund at this time and that funding from other sources be used in the construction portion of this project.
