In the meantime, the overhead STOP sign was not to be installed. The District of Coquitlam agree with this recommendation and will attempt to provide their share of the cost of full signalization in their own budget. ITEM IIz Re: Ricard Subdivision on Pitt River Road The Land Use Committee had considered three options for this subdivision and will be recommending Option No. 1 to Council. The Public Works Committee concurs with this recom-— mendation and suggests the foliowing reasons why the City should not accept long cul-de-sacs: 1. In the event that the road has to be closed for any reason such as, for ex&mple, a watermain break at the inter- section, the longer the cul-de-sac the more people will be affected and the greater the chance of an emergency occurring while the road is closed. There is a limit to the distance that a fire hose will reach and still provide good pressure. 2. C.M.H.C. financing is limited to cul~de-sacs having a length shorter than about 450 feet unless a secondary or emer- gency access is provided. 3. Through roads as opposed to cul-de-sacs allow a more practical organization of garbage routes. The route could proceed from either end and the street would be covered in one direction only where traffic is light. With a cul-de-sac the garbage truck must proceed along, the street in both directions, in some cases backing out where an adequate turn-around is not provided. 4, It is necessary to draw the line at some length and the 500 feet presently provided in the Subdivision By-law is as good a place as any. If we allowed longer cul-de-sacs in some instances we would have difficulty in insisting that roads must be extended through at other iocations where there is a definite need to do so. As for example Finley and Cornwall Streets.
