In 1969 when the current zoning by-law was adopted provisions . to stimulate redevelupment of deteriorated areas and vacant lands in accordance with the apartment phasing policies was put in to effect. This was to be achieved by zoning parcels of land to either RM=-1 or RM-2 Placing ewphasis on these areas for immediate development. At the time the scheme was adopted the “Development Area or Land Use Contract" had not been available in the Municipal Act. With this new method of control it has become apparent there are many advantages to both the City and a ‘developer entering into a Land Use Contract. In order maximum control can be implemented and development of a higher quality and standard can be activated, it is necessary to remove the higher zoning replacing with a lesser zoning, necessitating an application for rezoning prior to develop- ment. Our Assessor assures us that there would be no loss in property values provided we continue in accordance with our phasing polictes which outline all the areas to be rezoned as phase one,, -Sary to designate all phase one muicd It would also be neces= ple areas as "Development Area". The opinion of our Solicitor has been sought and he concurs that provided "Development Area" designation is envoked on all properties to be rezoned and provided all properties now multiple zoned and not used for that pur= pose are brought back to RS~1 at the same time there would be no grounds for loss, At the request of the Planning and Zoning Committee this infor~ mation is circulated prior to their recommendation to be dealt with on Monday, June 26th, 1972, If there are any queries on the above subject please contact myself for clarification. The Planning and Zoning Committee will be recommending that all existing undeveloped RM-1 and RM-2 lands be rezoned to RS-1 and desiguated Development Area and further that these same parceis will a11 be considered as phase one priority in our Mulciple Phasing Policies. Even though the land will be developed under Development Area the e RM-1 and RM-2 regulaticns will be the guidelines as to density, setbacks and parking etc, Recormendation: The Planning and Zoning Comittee recommends to the Municipal Council approval of rezoning all multiple Lands not presently used for that purpose back to BS-1,
