COUNC FEB 7 4977 MEMORANDUM Mayor and Council February 4th, 1977 Environmental Protection Committee The Committee met on Thursday, February 3rd, 1977. Present were Aldermen J.J. Keryluk and P.F. Ranger, Mr. Jack Homes of the S.P.C.A. and City Administrator L.D. Pollock. 1. S.P.C.A. The Committee had a general discussion with Jack Homes on matters pertaining to the S.P.C.A. and Pound Operation in the area. Mr. Homes reported that the new Spay-Neuter Clinic is very successful and at the present rates, they will be handling approximately 17,000 animals a year. Mr. Homes also commented on operation Tattoo which is a method of marking dogs for easy identification and referred to the fact that this is growing in importance. In order to implement full comprehensive animal control with the Tattoo Programme, it is necessary to have an amendment to the Municipal Act. Council will recall that a resolution was endorsed to this effect by the 1975 U.B.C.M. Convention, however, to date there has been no action. A copy of the 1975 Resolution is attached and the Committee recommends that this resolution be endorsed and resubmitted to the U.B.C.M. for the September Conference. Mr.Homes also reported that they have applied for funds under the Young Canada Works Programme and will be employing students to canvass for dog licences and also to do a survey for the S.P.C.A. during the summer months. 2. Day Care Centres The Committee considered applications from the Simon Fraser Health Unit for three day care centres, the first located at the G.V.R.D. Housing Development on Coast Meridian Road. This was mentioned to Council during the initial discussions on the G.V.R.D. Land Use Contract, however, issuance of a licence in this RM-1 zone requires approval of Council. The facility could handle up to 25 children. In addition, there have been requests for Family Day Care at 3635 Coast Meridian and 1417 Laurier Avenue. Both these applications would be to handle up to 5 children. These applications meet with the Zoning By-law and have been inspected by Fire and Building Personnel and have been approved. A map is attached showing the location of the existing day care facilities and the present applications have been marked on this map. The Committee recommends that these applications be approved and that the Simon Fraser Health Unit be notified.
