| Sewage rates get review | A number of complaints Monday night from local businesses and the Chamber of Commerce were heard by Terrace city council, who agreed to put a proposed change in interpreting the sewer and water rate bylaws on hold for three months, What that means is that every residence and business in town will still see a 16 percent hike in sewer raies (there will be no increase in water rates) but the owner of a building containing several different businesses won’t be taxed out of business. Hardest ‘hit if the change had gone ahead would have been Francisco Trigo. Trigo had no difficulty making his point. He simply explained to council that if the change was implemented it would cost him more to flush water down the toilet than it does for gas to heat his building. The proposed change in billing was straight forward. The bylaw States that the owner of a building containing more than one business ‘should be taxed under the sewer and water rate bylaws for every individual business licence holder in his building. For Trigo, that meant an increase of something like 700 percent. It would be unfair, said Trigo; all: users should pay equally. Every- one, including other business, city aldermen and public works offi- cials agreed. City council has agreed to a three-month period of grace, how- ever. They have agreed to ignore the extta levy for the next quarter while they investigate a more equitable sysiem, a system that will have to be in place within the next three months. If the city doesn’t meet that deadline another quarter for utility billings will be | missed, and each missed quarter is costing the city about $15,000 in lost water revenues and $15,000 in lost sewer revenues.
