Terrace is.one of eight B.C. communities chosen for the program, which is Sappeses to be.accompanied by provincial government development assistance. _ Street re Terrace city council has ; changed the wording ina bylaw amendment and you might be relieved to know © that you "may" be in trouble rather than "shall" be in trouble. The bylaw is. the Street Regulation and Numbering Bylaw, and the section softened by council involves your driveway culvert. The amendment presented to council last week stated in no ‘uncertain terms that.the city would tear up.every culvert in town that didn’t meet with the city’s standards. But our aldermen felt this was a little harsh and made the change to allow public works crews to use a little discretion. Even though Public Works crews have been given the option to talk before they dig, ‘though, you may . want to’ check out your own installation before you find youself up. the ditch without a culvert. Because rest assured, if you don’t _ check it out, they probably shall. One reason for using discretion is obvious. Many . older culverts . might have-complied at one time but don’t comply now. Most of these older installations will probably be allowed to remain, but if you think there’s a chance your ~ culvert doesn’t comply it might not hurt to give the citya call. The city requires that every "ditch crossing" in town shall be at “least “five. centimetres or 16 feet in width", If you're taking all this in, and you drive something a little larger than a bicycle, you may have just noticed another. little . .problem with the wording of the ‘bylaw. This has-been changed to read “five metres ‘or 16 feet in width" and requires ; a piece of 16- oa eh we _ gauge, corrugated, galvanized steel pipe at least 12 inches in diameter - _and 20 feet (six meters) long. (The bylaw also states everything has to be done in metric). You also have to make sure that the edges of the crossing have a 1.5:1 slope, it’s surfaced with 100 millimeters (four inches) of 18 millimeter (.75 inch) crush and bedded with an. undisclosed amount of "pit run gravel" to prevent settling. And before you bury your culvert, get the city to check it out. The construction and grade of the culvert has to meet the approval of the director of ae att "gow oC da ce ‘ IE all this sounds, too compicated, or like a lot of hard work, or you don’t have a metric shovel... give the city a call. For $180 they"ll install a basic culvert for you and you have the option of paying in cash or using their convenient credit plan. (if you don’t pay by the end of the year the entire amount will be applied to arrears of taxes). The balance of the Street Regulation and Numbering Bylaw is pretty well straight forward. Every street in town must have a name and every lot in town must have a number. In case your inclined to get carried away from time to time, though, a restiction has been place on the individual perception of prominence. Those numbers can’t be larger than 15 centimeters’ (six inches) high. Your allowed to do a little extra beautification if you like. There doesn’t appear to be a solution to the dust problem in the 4500 block Straume Ave. About a year ago, some residents in this block complained of a "choking" problem and. Terrace city council - resolved to find a solution. The obvious solution, of course, was pavement. So the city circulated a Local Improvement Program petition seeking approval to proceed. That petition was. approved by 70 percent of the adjacent property owners, but on March 12 council adopted a Planning and Public Works Committee recommendation to kill the the project. The problem, according to the committee, is the acquisition of the | necessary 66-foot right-of-way. The city only owns a 33-foot right-of-way, and when the sidewalk and open ditch is subtracted from that available width there’s not enough room. According. to director of engineering, Stew Christensen, a proposal was made to North Kalum Trailer Court owner Ron Parker for the acquisition of the additional 33 feet required, but that proposal came back from Parker with more "requirements and changes" than the city could accept. The end result, says Christensen, is that the road will remain as it is. "How long are these people going to be held to ransom?" committee chairman Ruth Hallock asked in frustration.
