V6Y 2C1 Telephone: 1604) 270-4124 Fax No.: (304) 278-1642 “REC HALSEY-BRANDT MAYOR October 12, 1993 Mayor Len Traboulay & Members of Council City of Port Coquitlam 2580 Shaughnessy PORT COQUITLAM, BC V3C 2A8 Dear Mayor Traboulay & Members of Council: A recent initiative by the Vancouver Port Corporation to promote the amalgamation of the three Lower Mainland ports under the management of its federally appointed Board of Directors, has given rise to significant implications for the nine municipalities represented on the Fraser River Harbour Commission. As one of the affected communities, Richmond City Council has. carefully considered this proposal, and is strongly opposed to any restructuring which would revoke local representation in the administration of the North Fraser and Fraser Ports. Council has clearly expressed its position on this matter in the following resolution adopted at its meeting on September 27, 1993: "WHEREAS the Harbour Commissions Act provides for the direct appointment of local representatives to the Commission, by Municipalities.’ By contrast, the Port Corporation structure allows the Federal Government to make all appointments to the Board of Directors of the Vancouver Port Corporation; and WHEREAS the nine municipalities within the Fraser River Harbour Commission area have current and ongoing interests in the environment, land use and local economy which are best addressed by direct Municipal appointments; and WHEREAS the three jurisdictions must have working arrangements which effectively facilitate national objectives while maintaining local competition and options important to the success of local industry; and ITE Rd ©
