Eng., City Engineer SUBJECT: SUBDIVISION APPLICATION FEES - STRATA SUBDIVISIONS (Pablic Works Committee Mecting of March 22, 1994) That Council direct the City Clerk to amend the Subdivision Fee Bylaw No. 2270 to include fees for bare land strata subdivisions and phased strata subdivisions as shown on the attached revised Bylaw #2270. Attached is a memorandum from Lidstone Young Anderson dated March 11, 1994 recommending that municipalities amend the subdivision fee setting bylaws to provide for strata subdivisions. Essentially there are three types of subdivisions which are reviewed and approved in Port Coquitlam: 1) Conventional Subdivisions - which create private fee simple lots which do not create any common property owned and controlled by a strata council. 2) Bare Land Strata Subdivisions - which creates individual private fee simple lots similar to conventional subdivision lots except that there is common property (usually for access or recreation facilities) and which has a strata council which owns and operates the common property and facilities. 3) Phased Strata Subdivision - usually townhouses or apartments which are built in phases over a number of months or years and in which there is property and facilities held in common ownership. The present Bylaw #2270 defines fees for conventional subdivisions. It is recommended that Council amend Bylaw #2270 to include fees for Bare Land Strata Subdivisions and for Phased Strata Subdivisions based on the number of lots or phases created as shown on the attached revised Bylaw #2270.
