DISCUSSION: Of the four submitted proposals, one (Duncan and Associates) was disregarded as the total hours that were allotted for the project was approximately half of the other three submitted. The projected hours by the other three consultants (McEthanney, Delcan and UMA) were all within 7% of each other. The three proposals considered were equal in technical evaluation and two were within $600 of each other in tocal cost for the project. Based on the evaluation done by Engineering staff on the four proposals submitted and input from the Engineering Inspectors, it is recommended that Delcan Corporation be appointed as consulting engineer at their upset fee of $107,428 including GST. For budgeting purposes a 15% contingency should be included for a total of $123,542. One of the major strengths of the proposal is Delcan's knowledge of this particular area as they were responsible for the preliminary report for the Kingsway reconstruction. In addition, Delcan has been directly involved with the City's NTA application for the proposed crossing upgrade at Kingsway and Westwood.
