THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM TO: Igor Jahynacz DATE: Dec. 3, 1992 City Engineer FROM: Ike De Boer PROJECT: # Project/Traffic Technician SUBJECT: Parking Restrictions to Multi-Family Complexes RECOMMENDATION: That Bylaw 1117, Schedule 'A' be amended to include multi-family access points in the parking regulations section 1 (e). BACKGROUND : A letter of request (attached) was written by the Strata Council at 1386 Lincoln Drive to install 'No Parking’ signs adjacent to the entrance to the complex. This request along with numerous others in the last couple of months has prompted a review cf the current regulations for parking restrictions adjacent to multi-family complexes. REVIEW PROCEDURE: In order to estimate the traffic volume that is generated from a multi- family complex (no manual counts were done), an information report from The Institute of Transportation Engineers titled Trip Generation was used. dThis report has studied vehicle trips from various types of dwelling units, latest revision was done in 1979 so numbers may be slightly higher than what was used for in this memo. The attached figure 1 shows various types of dwelling units and their related trips per unit. For this study the above mentioned complex was used (68 units) with a condominium (average) number used. For 68 units at an average weekday of 5.1 trips daily this equals 347 total trips in and out of the complex. No numbers were available for weekend trips. The movement volume is in some cases higher than at a local intersection. PAGE I5
