EXISTING COUNCIL POLICIES THAT MAY AFFECT THIS APPLICATION: The Development. Guide Plan map fer Port Coquitlam indicates the subject site as being future apartment. THE DIRECTOR OF PLANNING SERVICES REPORTS AS FOLLOWS: At a regular meeting of Council on April 13, 1981, the Following resolution was passed: “That as recommended by the Public Works Committee, May 7th, 1981, the proposed townhouse development covered by rezoning application R#6-81, proceed only if it is provided with access from two points as outlined in the report so that whichever one is most practical can be used; SUBJECT TO no left turn being permitted at the Pitt River Road access." One additional factor that has affected the development is a policy established by the Ministry of Uighways. On all arterial streets in Port Coquitlam, the road width must be cighty (80) fect. Therefore, the applicant was required to provide a seven (7) foot road dedication along Pitt River and Shaughnessy Roads. The plans have been revised to take into account the requirements that must be met prior to Gouncil review. The access points have been designed so that vehicles will not use the private road as a means of shortcutting. While a detailed landscaping plan has not been submitted, the site plan indicates private amenity areas for each unit and the provision of extensive tree-planting. Ruffering along the property edge fronting Pitt River Road and Shaughnessy will be required to ensure both the visual and sound privacy to the residents. The surrounding land uses are primarily single famiaiy residentiat, wien che one exception being service commercial located due north of the site. A townhouse development in this location is in accordance with the Development Guide Map and may act as an incentive for future development in the areca. It is haped that this form of project will eventually occur north of Pitt River Road and support the local businesses in the downtown core. . ‘Recommended requirements to be met prior to the final approval of the application: 1. Submission of a detailed landscaping plan. 2. Closure and purchase of Irvine Road. 3. Purchase of the necessary City-owned land. RECOMMENDATIONS: 1. Adoption of the recommended requirements. 2. Approval of the application, and advance to Public Hearing. THE PLANNING AND ZONING COMMITTEE RECOMMENDS: 1. Adoption of the above-noted recommendations.
