The City Administrator, in his report, advised that in discussing the question further with Mr. Jack Homes, Secretary-Manager of the Society for the Prevention of Cruelty to Animals, he was informed it was the original intention to have municipalities tie in with the costs charged by the new Spay and Neuter Clinic, that is, $15.00 for neutering male dogs and $25.00 for spaying female dogs, and in view of this, he recommended that the Port Coquitlam rate for unneutered male dogs should be increased to $15.00, rather than $24.00 as originally proposed. Moved by Alderman Keryluk: Seconded by Alderman Mabbett: That as recommended in a report from the City Administrator, January 13th, 1977, the licence fee for unneutered male dogs be increased from $6.00 to $15.00, effective immediately, and that the City's Animal Control By-law be amended accordingly. Carried. Aldermen Mabbett and Traboulay voted against the resolution. Prior to passage of the foregoing resolution, a discussion ensued, and Alderman Traboulay pointed out that implementing the new rate now will place a hardship on owners of unneutered male dogs due to the waiting time for an appointment at the Spay and Neuter Clinic, which has been extremely busy since it opened, and he stated he would prefer that the licence fees for both unneutered male dogs and unspayed iemales set at $15.00; however, Alderman Laking stated he did not feel the fee of $15.00 for unncutered male dogs to be unrealistic, and Alderman Keryluk advised that the $15.00 fee ties in with the cost of neutering male dogs at the clinic; also, that it is consistent with the rate Port Moody intends to charge. Alderman Ranger pointed out that the fees charged help to offset the cost of dog control, and taking that view, stated he would support the motion; however, Alderman Mabbett proposed the following: Moved by Alderman Mabbett: Seconded by Alderman Traboulay: That the foregoing proposed resolution be amended by inserting after the figure $15.00, the words “with the licence fee for unspayed females being reduced from $24.00 to $15.00". Defeated, Aldermen Mabbett and Traboulay voted in favour of the resolution.
