PROPOSED CHANGES IN FEDERAL MINING LAW Ottawa, Sept. 22:—New min- ing regulations are provided in a bill to be introduced at the next session of Parliament by Hon. Louis Coderre, secretary of state and minister of mines. It ig expected that an entire new mining law will be placed on the statute books, and that the sys- tem of mining reguiations now governing the administration of mines will be abolished, The number of aceidents in the various provinces of Canada is greater than in any other country Jin the world. While last year the death rate in Great Britain, with over one million miners em- ployed, was only 1,19 per 1000, in British Columbia it was over 3 per 1000, In Ontario it is com- puted that one miner is killed oy injured every third day. The difficulty encountered in framing a Dominion mining law is found in the provincial rights. The mining laws at present in force in Nova Scotia, New Bruns- wick, Ontarioand British Colum- bia were passed before confeder- ation, while Alberta, only last year, passed a new provincial mining law. To Encourage Agriculture , Hon. Martin Burrell during his recent visit to England gave the press there an interesting interview on the agricultural in- dustry in Canada, Inthe course of his remarks he pointed out that here, ag in other countries, the percentage of public expendi- diture on agriculture was not commensurate with the import- ance of the industry and. the total national expenditure, The federal expenditure on agricul- ture in Canada this year is $3,- 000,000, while, in addition, the different Provinces are spending considerable sams. Mr. Burrell is of the opinion that there was probably never a more general recognition than at the present of the absolute importance of a healthy condition of agriculture if the national prosperity is to continue. To mainiain this con- dition the Federal government is taking some important steps. The livestock is being strength- ened by the purchase and dis- tribution in the newer sections of pure-bred ‘male animals of all kinds. Yet another new move on the part of the government is the expenditure of $1,000,000 a year for ten yeara to be distritut- ed among the various Provinces for agricultural education. There seems little doubt that this plan will have the most beneficial effect, As it has only just been commenced, it is as yet impos- sible to judge what the results will be, but it is safe to infer that one effect wilt be the araus- ing of a more general public in- terest in agricultural affairs — Ex, The Transport Strike London, Sept, 24:—~The politi- cal and industrial situation in Ireland is growing more serions every day. A fund was started today to in- demnify the relatives of any killed or wounded among Ulster electors. Five million dollars are to be raised for this purpose. Laredo, Tex., Sept. 23.—Ac- cording to official reports which arrived here last night, the rebels dynamited a passenger train of the Mexican National Railway sixty miles south of Saltillo yes- terday. The explosion killed sixty people. Ali the survivors were robbed, and also the bodies of the dead. Nanaimo, Sept 24,—Israel Ro-} binowitz, a Vancouver lawyer, and two miners have’ been ar- rested for alleged picketing. Their trial has not been con- cluded. Manager Grant, of the P.
