LO Port Coquidam, BC V3C 2A8 yee. lOspmdleg Dear Mayor Traboulay and Members of Council: RE: Group Homes in Greater Vancouver An increasing number of group homes are being established as a result of the tend towards residential programs ard the provincial policy of de-institutionalization. The GVRD Board of Directors believes the Provincial Government has an important role to play with municipalities in ensuring the effective integration of group homes in Greater Vancouver communities. To this end, the GVRD Board adopted the following resolution at its October 1, 1993 meeting: L. That the Provincial Government develop a coordinated approach to the planning and establishment of group homes among those ministries with group home programs and with municipalities that would include: a) that the respective provincial ministries inform municipalities of applications and/or proposals to establish group homes in their jurisdictions, only in those a areas where such facilities are contrary to existing zoning; b) the establishment’ of a process of setting up group homes in local communities which clarifies the respective roles and responsibilities of the parties involved; c) the development of a community education program in consultation with local municipalities that will help to facilitate the positive integration of group homes in local communities; d) a process of on-going consultation with municipalities; ¢) the development in conjunction with municipalities of locational and siting criteria for the various types of group homes which will be used to establish new sites. That the Provincial Government consider establishing performance contacts for government funded unlicensed facilities as a means of monitoring and ensuring that standards are met and that the rate structure be reviewed and the rates reconciled for the various services.
