Kirk, 25, 1988 City Administrator FROM: Public Safety Committee SUBJECT: Control of Snakes and Rodents RECOMMENDATION: That City Council authorize the City Clerk to prepare an amendment to the Pound and Animal Regulation Bylaw, 1970, No. 1020 to control Snakes, Rats, Mice or Rodents in the City of Port Coquitlam; Background and Comments: Correspondence has been received from the City Solicitor regarding control and Snakes and Rodents in the City of Port Coquitlam and his recommendation for an amendment to Bylaw No. 1020 is as follows: "314. No person shall keep: (a) more than four snakes; nor (b) a total of more than four rats, mice and other rodents on any parcel of land in the City, other than on premises licenced as a pet shop or on school premises." Approximately 2 years ago 4 complaint had been received by the City that a large quantity of snakes, rats, mice and rodents are being kept in captivity at 1491 Pitt River Road, in Port Coquitlam, B.C. An inspection of this dwelling was carried out by the City's Bylaw Enforcement Officer and Vector Control Officer. The owner Mr. Moore allowed both Inspectors into the house and located on the main floor and basement were cages holding a total of 150 snakes of all types and sizes. Rats and mice were being breed to feed the snakes. Mr. Moore insisted the snakes were a hobby and not a business, wheih I was unable to prove. . weee/2.
